Procedure for Space Available Students

Elementary school students (grades K-6) living within one and a half (1-1/2) miles of their school are eligible for bus transportation only if space is available. Secondary school students (grades 7 – 12) living within two (2) miles of their school are also eligible for bus transportation only if space is available.                                                                                                                       

Registration for “space available” seating for the 2012-13 school year begins on August 2, 2012 at 6:30 a.m. and proceeds according to the following schedule. Available seating will be allocated based on registration time and date (first registered, first allocated.)

It is the policy of the Park City Board of Education to provide a program of student transportation which conforms to all state standards and guidelines and provides for eligible students as determined by those standards and guidelines. The Board authorizes the administration to develop regulations to provide busing services at a cost to those areas that are ineligible for busing, where such busing is financially and logistically feasible, limited to one stop on each route under the ineligible distance (PCSD Policy 5015).

A bus pass will be issued for each eligible and approved space available daily bus rider. It is the student's responsibility to have the bus pass with them each day and present it to the bus driver daily. Each rider will be assigned a seat on the bus. Students shall be transported to and from the bus stop closest to their place of residence..

To provide an orderly and fair procedure for space available for ineligible students the following guidelines will be in place for the school year.

The procedure for sign-ups for the school year will be:

1. Sign-ups will be on a first come, first served basis for all students in Park City School District. This may be accomplished in person, by fax, or email.

2. Parents/Guardians can sign-up only their own children. No fees will be paid at the time of the sign-up.

3. Sign-ups do not guarantee a space on the bus. Ineligible students may not ride the bus until notified by the Park City School District Transportation Department. Parents/guardians with students in the free and reduced program must sign-up their students according to these guidelines. It is anticipated that accurate space available information will not be available until at least three weeks after the start of school.

4. If done in person the parent/guardian will fill out a two-part registration form for each student. This form will be available on the district web site and can be submitted by email or fax. The original copy of the form will be kept by Transportation; the duplicate will be given to the parent/guardian. The form will show the time of sign-up and date. Information needed from the parent/guardian is the student name, school attending, grade, parent/guardian name, house address, mailing address if different than house address, city, state, zip code, and all day time phone numbers (this will need to be included on all faxes and emails).

5. Sign-ups will be accepted on a first come, first served basis in the following order:

a. Sign-ups on the first day will be accepted with the starting time posted.
b. All sign-ups will be documented each day according to the posted time schedule. The registration form must be accurate and complete. If the form is incomplete or inaccurate it will be returned to the parent/guardian for completion. When complete and accurate, the current time of processing will be entered on the form and the student name placed on the list. The entered time will determine the order of placement on the list.
i. Faxes and emails will be processed in order of the time logged on the document.
ii. Any fax or email that has a time after the closing time scheduled for a scheduled date will be placed on the list at the start of the next scheduled day for sign-ups.
iii. Any fax or email on the first day of registration that has a time earlier than the sign-up time posted will be processed the next scheduled day.
iv. In Person sign-ups will be processed according to arrival and accurate completion of the form. Then the form will have the time entered and documented.
c. If there is more than one child in the family at the same school, the parent/guardian will need to specify the students by number order. The number order is:
1. John Doe
2. Jane Doe
3. Jack Doe
4. Etc.
All children may be submitted on the same fax or email, but will be processed and placed on the registration sheet individually according to the guidelines as stated. If a parent/guardian fails to number the children, then they will be numbered as they are listed on the complete and accurate registration form.

6. Upon determination that there is space available on the bus for an ineligible student, the parent/guardian will be notified. Notification will be in the order of the office entered time and date on the sign-up sheet for that school and bus route. If a space is turned down by the parent/guardian, that student will go to the bottom of the list.

7. Fees must be paid at this time (within 24 hours of notice. The 24 hour payment period does not apply to weekends). It is one space for one student. It is possible that not every student in a family will have a space. For example, if there are two spaces available on the bus for a specified school and a family has three students on the list, only the first two will be offered the seating.

8. The fee is $200.00 per child.

9. Fees are paid at the Transportation Office. Once the fees are paid, the student is authorized to ride.

10. A receipt of payment will be provided to the parent/guardian at the time the fee is paid.

11. A temporary paper only bus pass will be issued at the time fees are paid. It will be labeled Temporary Bus Pass. The student's name will be on it. It will be good until the permanent laminated bus pass is issued and handed out by the student's bus driver. All students who ride the bus must have a bus pass and show it to the driver on a daily basis. The student's bus pass is good only for his/her assigned bus and stop. He/she cannot use it to ride other buses.

a. For the safety and security of the student he/she must have his/her bus pass with him/her every day, whether the pass is temporary or permanent, in order to ride the school bus. They will also be given an assigned seat for them to sit in every day. This will be documented on a seating chart kept on the bus and a copy in the Transportation Office.
b. If a child fails to bring his/her pass with them, they will still be able to ride that day. The Transportation Department will call and notify the parent/guardian of this situation so parent/guardian follow-up with the student can take place and the student will have his/her pass with them the next day and avoid possible interruption of the riding privilege.
c. If a student looses the bus pass he/she should tell his/her school bus driver and parent(s)/guardian(s) right away, so the parent/guardian can come to the Transportation Office to pay the replacement fee and prevent an interruption of the riding privilege for the student.
i. If a student has been notified and does not have their bus pass with them, they will

taken to school in the morning, but may have to stay at school and call their parent/guardian for a ride home. When they have their bus pass with them, they will be able to ride the bus again.

13. If any bus pass is lost or damaged, the minimum replacement cost will be as follows:

a. First time replacement fee: $1.00
b. Second time replacement fee: $5.00
c. Third time plus, replacement fee: $10.00
d. Fee replacement costs may be higher depending on the bus pass.
i. Fees are double for two parent homes (example, divorced situations).
