Park City School District Introduces Student Services Deans to Foster Inclusivity and Student Support

This year, the Park City School District has significantly expanded its Student Services Deans program as part of its commitment to student safety and the district’s 'We All Belong' campaign. With seven full-time deans now in place across all schools, the program is focused on addressing student behavior, preventing bullying, and ensuring that every student feels supported and secure. By handling these critical responsibilities, the Deans free principals to focus on instructional leadership and academic success.

Originally designed to assist elementary principals with administrative tasks, the program now includes Deans at every level. Their primary duties include investigating student behavior issues—such as misconduct, harassment, and discrimination—while ensuring compliance with policies like Title II, Title VI, Title IX, and Section 504. Acting as liaisons between students, administration, and families, the Deans play vital roles in maintaining a safe and welcoming school environment.

"The introduction of Student Services Deans is a significant step forward in our commitment to student well-being and success," said Carolyn Synan, Director of Student Services. "These Deans are instrumental in addressing challenges and helping us promote restorative justice while closing opportunity gaps for all students."

Beyond policy enforcement, the Deans work alongside school administrators and the Title IX Internal Compliance office to implement effective incident management strategies. They also develop proactive initiatives aimed at wellness, mental health, and fostering a sense of belonging, in alignment with the district's 'We All Belong' campaign, which emphasizes creating a positive school culture where every student can thrive.

Trained in Title IX regulations, adolescent behavior, and responsive practices, the Deans bring a balanced approach to handling complex issues. They ensure clear communication with students and families regarding investigations, outcomes, and school policies, creating transparency and trust.

"We believe every student should feel like they belong," Synan added. "This initiative supports our ongoing efforts to cultivate an environment where students feel valued and safe."

In addition to managing behavior concerns, the Deans will lead professional development for staff to ensure teachers and administrators are equipped to meet the diverse needs of the student body. Their leadership will contribute to a stronger, more supportive school community.

With their skills and expertise, the Student Services Deans are poised to make a lasting impact on student well-being while helping the district achieve its broader mission of fostering a positive school climate.
